According the Central Florida Newspaper, Florida Today (03/04/08), the city of Palm Bay may turn to surveillance cameras to snap pictures of automobiles and trucks running red lights. The proposed Palm Bay ordinance is intended to discourage Brevard County motorists from running red lights. According to the proposed ordinance, owners of cars and trucks captured on cameras would be fined for a civil infraction. Violators would pay a $125.00 fine, instead of a traffic ticket that would add points to their driving record. The immediate concern is whether such a city ordinance meets the Florida Statutes requirement that a police officer personally observe wrong doing before a ticket can be issued.
